WCVA has responded to the Welsh Government on its future proposals on the Welsh Revenue Authority.

Our response agreed with the proposal to establish a body responsible for the taxes that will be devolved to the Welsh Government, but called for a greater emphasis customer service and redress. 

The consultation proposals referred to establishing a Tax Payers Charter, but WCVA's response said that proposals were strong on the expectations and rights of the authority, but rather silent on the rights and expectations of the taxpayer. 

Given the traditional negative image of tax collection, there was an opportunity to design a tax authority for Wales that breaks the mould in terms of taxpayer perception, and gives high priority to customer service and quality.  In turn, a positive customer focused ethos may be more likely to induce positive and compliant behaviour by taxpayers.
