The Eligibility Questionnaire (EQ) is the first step in the
application process and where organisations meet Active Inclusion
requirements, they will be added to our Approved Beneficiary List
(ABL) and specific invitations to apply (ITAs) for project funding
will be sent to them where relevant.
The EQ is designed to assess your organisation's suitability to
run an Active Inclusion project - at this stage we do not
need to know the specific details of the project you may wish to
deliver. That comes into play at ITA stage.
To be added to the ABL organisations must meet all of the
eligibility requirements and pass a minimum score of 84% on the
scored EQ questions. Guidance regarding each question and on the
eligibility requirements are available on the application form.
The EQ application is the same regardless of whether you intend
to run an Achieve project or an Include project, for over 25s or
16-24 year olds.
What will I be asked?
The first section of the EQ asks for organisational information
such as operating structure, registered bodies that you may have
registered with (primarily the Charity Commission and Companies
House registration number and registration date in most cases), a
description of your general organisational aims and objectives and
information regarding your staff structure.
Later on in the application you will be asked to select the
client groups you wish to work with on a future Active Inclusion

- People with Work Limiting Health Conditions
- People from Jobless Households
- BAME individuals
- Those aged 54+.
Applicants must demonstrate that they have an understanding of
the barriers faced by the target group they wish to engage with and
how the provision they can offer will address these barriers.
Relevant examples must be provided to demonstrate actual
experience of working with each client group or alternatively you
can describe firm plans that are in place to work with each of the

We require you to show us that you can receive referrals of
participants or that you have participants ready to engage with the
project and also that you are able to refer individuals on to a
variety of opportunities.

charity and community groups, the local Job Centre Plus, Careers

When discussing geographical areas and participant groups you
will need to tailor your answer for each one selected, rather than
providing a generic and identical answer for each one.
Later on you will be asked to select your funding

for level 5 funding at grant application stage if you are approved
for level 4 funding at eligibility questionnaire stage.
All of the above include match funding (your contribution
towards the full project cost).
We will ask you for your financial accounts and will use the
account information provided to conduct a financial appraisal to
work out how much funding we will be able to grant your
organisation at ITA stage.
In the final part of the application you will be asked to
demonstrate how your organisation has helped to tackle poverty and
social exclusion on previous projects (again if your experience is
limited you can describe future plans), how you currently
contribute to strengthening the third sector (or plan to do so in
future) and how you have ensured the effective management of
previous projects and contracts (or how you would do so on future
project), financially and in terms of key performance indicators.
We will ask you to be specific when discussing link
organisations and past projects.
You will need to submit a number of documents and policies to
support your application including your:
- Governing Document (this may be a Constitution, Memorandum and/
or Articles of Association, etc.)
- Health and Safety policy
- Environmental policy
- Welsh language policy (if you don't have one you will need to
answer an additional Welsh Language question)
- Code of Conduct
- Anti-Bribery policy
- and your Conflict of Interest policy

for organisations that may not have all of the information
requested at the moment - but they are all required.
All of the above documents submitted to us must be physically
signed and dated by two members of your board and management
committee, scanned in to PDF format. Digital signatures can also be
used but please do not insert images of signatures.

three years of accounts or forecast accounts for new organisations
under 12 months old).

account. All EQs will be submitted electronically - there is no

Once you are on the ABL you will stay there for the duration of
Active Inclusion - if you want to add further participant groups or
geographical areas you can by submitting a new EQ in the same way.
