A new fund dedicated to those facing barriers in employment
The Active Inclusion at Work Fund will be managed by Wales
Council for Voluntary Action (WCVA) and potentially supported by
funding from European Structural and Investment Funds. It aims
to reduce underemployment or absence rates for employed individuals
with work limiting health conditions (including substance or
alcohol misuse) and/ care or childcare responsibilities.
WCVA, as an Intermediate Body, acting on behalf of the Welsh
European Funding Office (WEFO), offers funding for applicants
across the third, public and private sectors in the West Wales and
the Valleys region.
The funding pot addresses the priority 'tackling poverty through
sustainable employment'. By working with underemployed people who
face barriers to full employment due to their health or family
situations, your project will make a significant contribution to
tackling those structural difficulties that the WWV economy and
labour market faces.
To make this contribution you will support participants
- return to work after a period of absence due to their work
limiting health condition or disability;
- improve their labour market situation, eg… by increasing their
hours, or rates of pay; or improving their employment terms such as
permanence and duration of contract
- being supportive to enable the overcoming of barriers to
employment such as work limiting health conditions, discrimination,
social and digital exclusion, mental health issues, disabilities;
welfare dependency; lack of confidence or knowledge of available
support; caring responsibilities and the lack of affordable
You may also support micro, small or medium enterprise (SME)
- improve their existing equality and diversity strategies or
adopt new ones, comply with legislation about flexible working and
disability discrimination, receive help with HR solutions and
practices, gain recognition through the 'Disability Confident' and
other schemes and maximise the input and morale of employees.
We are not prescriptive in the type of activity that can be
delivered - it is up to you to show that you know what works best,
with the people you want to work with, in the areas in which you
operate. The activities offered could include aspects of the
- Peer support and mentoring; supporting staff to act as mentors
or 'buddies' to others in similar circumstances
- Support to Help employers to achieve 'Disability Confident'
- The provision of 'total HR solutions' to SME employers
- Help with budgeting and managing finances
- Advocacy and mentoring
There will be one invitation to apply for funding, during which
it is planned that the entire fund of approximately £1.5 million
will be allocated.
It is hoped that the Active Inclusion at Work Fund will be
launched in autumn 2018.
