Ensuring the third sector in Wales can influence decision makers and have its voice heard is a core part of what we do. We do this through our own policy and influencing work but also through the third sector scheme.

The third sector scheme

3SS coverThe scheme is unique to Wales and is a statutory requirement of the Government of Wales Act 2006 - this means that the Welsh Government has to set out how it will promote the interest of third sector organisations.

The third sector scheme offers the opportunity for organisations to put their views to the Welsh Government.  The scheme itself sets out how Government and the third sector will work together and communicate with one another.  It offers the third sector formal routes for talking to Government and raising the concerns of our members and service users.  These include the Third Sector Partnership Council and regular ministerial meetings between the sector and each Welsh Government Minister. The Welsh Government produces a report on the scheme each year which you can access from their website along with other publications related to the scheme and the third sector.

The funding code of practice (Annex to the Third Sector Scheme)

The Welsh Government is a major funder of the third sector in Wales and as such the nature of that funding relationship is very important.  As part of the third sector scheme the Welsh Government is required to develop a code of practice for funding the third sector.  This code sets out the key principles which will underpin Welsh Government funding for the third sector and what is expected in return.  The code is monitored and any funding issues are raised by the Funding and Compliance sub-committee of the Third Sector Partnership Council.
