  <title>NHS should embrace voluntary roots, says third sector chief </title>
	<description>&lt;P&gt;As the National Health Service celebrates its 60th anniversary, the head of Waless third sector has called for the health service to engage better with people and the organisations they create to address their own needs.&lt;/P&gt;
&lt;P&gt;More than 70 years ago, umbrella organisation Wales Council for Voluntary Action (WCVA)  then the South Wales and Monmouthshire Council of Social Service - raised funds to pay for district nurses in South Wales, costing an average &#xa3;100 a year.&amp;nbsp; &lt;/P&gt;
&lt;P&gt;A 1935 survey carried out by the Monmouthshire Council had revealed that, at that time, there were 91 District Nurses operating in the area - maintained almost entirely by voluntary funds. &lt;/P&gt;</description>
